About us

The Victim Services, Support and Reform (VSSR) branch is part of the Service Delivery Reform, Coordination and Workplace Safety group in the Department of Justice and Community Safety.

The VSSR is responsible for coordinating a suite of services for victims of crime that provide information and support to help manage the effects of crime and guide victims through the criminal justice system across Victoria.

This position sits within VSSR in the Victim Services Team. It is responsible for the delivery of specific services including, the Victims Register, Victims of Crime Helpline and Youth Justice Group Conferencing.

About the role

The Cultural Safety Practice Lead will support the development, implementation and review of Victims Services policy, operational procedures and service delivery tools that promote Aboriginal cultural safety. The role will lead a range of projects that focus on and advocate for Aboriginal children and families involved in the justice system as victims. As a Cultural Safety Practice Lead you will:

  • Work with the Koori Justice Unit (KJU) and VSSR leadership teams to drive service improvements to appropriately respond, plan and incorporate the needs of Aboriginal children and families.
  • Provide and/or coordinate mentoring and practice guidance for Koori Engagement Workers supporting Aboriginal victims of crime across Victoria.
  • Develop and maintain effective relationships with a range of relevant internal and external stakeholder, including communities, professional groups, Victims Services sector, VSSR, KJU, DJCS and key government services, to maximize collective input into service development.
  • Apply high level stakeholder management and problem-solving skills to ensure contracted agencies undertake cultural safety reviews and develop action plans to improve service delivery for Aboriginal victims.
  • Prepare a range of documents for decision makers, including briefings, correspondence, reports, practice guidance and operational policy.
  • Represent VSSR at a range of forums and events and undertake regular site visits to support Aboriginal victim support workers.


This is an Aboriginal Designated Position, classified under 'special measures' of section 12 of the Equal Opportunity Act 2010. Only Aboriginal and/or Torres Strait Islander people are eligible to apply.

About you

As a Cultural Safety Practice Lead, you will have:

  • A demonstrated knowledge and understanding of Aboriginal communities, both society and culture and the issues impacting on their experiences with the justice system.
  • A demonstrated ability to communicate sensitively and effectively with the Victorian Aboriginal community.
  • Demonstrated experience in championing change at an organisational level for the benefit of Aboriginal people and families.
  • An understanding of the operations of the Victims Services system (highly regarded).

Key to your success will be your ability to build strong collaborative relationships with a wide variety of stakeholders, identify underlying issues in the work environment and develop, evaluate and recommend solutions to address these issues to promoting Aboriginal cultural safety. You will have the ability to autonomously manage projects and anticipate long-term risks or issues for delivery, as well as provide advice to influence stakeholders and recommend courses of action.
