Biosecurity Officer – Agriculture Chemicals

The position of Biosecurity Officer – Agricultural Chemicals forms a part of the Biosecurity and Agriculture Services branch within Agriculture Victoria Group. The Biosecurity and Agriculture Services (BAS) branch designs and delivers services, provides technical advice, and influences policy to support the agriculture sector to achieve sustainable growth while managing risks and minimising adverse impacts to the economy, environment and public health and safety.

The Biosecurity Officer – Agricultural Chemicals position is responsible for regulating the use of agricultural and veterinary chemicals under the Agricultural and Veterinary Chemicals (Control of Use) Act 1992. The position will deliver chemical operations projects and activities within the South West Region, and other areas of the State as required.

The position performs a key role within the Biosecurity and Agriculture Services Branch, responding to allegations of chemical misuse, assisting industry in maintaining market access to domestic and international trade and in mitigating the economic and social effects of chemical use in Victoria.

As part of an integrated and flexible business model within the Biosecurity and Agriculture Services Branch, you may also provide support to other programs or regions and be involved in emergency preparedness and response.

The successful applicant will work effectively as a member of a team, enjoy flexible working arrangements and undertake a wide variety of work across the Branch, establishing strong working relationships with internal staff and various external stakeholders including private landowners, community and industry groups as well as local and state government agencies.

As this is a regulatory position, you will be required to conduct investigations and may appear in court.

This position has responsibilities under the Agricultural and Veterinary Chemicals (Control of Use) Act 1992.

The key accountabilities of the role will include:

  • Following training and study, achieve gazettal as an authorised Officer pursuant to the Agricultural and Veterinary Chemicals (Control of Use) Act 1992, the Agricultural and Veterinary Chemicals (Control of Use) Regulations 2017 and the Drugs, Poisons and Controlled Substances Act 1981.
  • Monitor agricultural and veterinary chemical use practices for compliance with Acts and Regulations and recommend appropriate compliance and enforcement actions which may include assisting in court actions and appearing as an expert witness on behalf of DJPR.
  • Provide technical advice to the Leading Biosecurity Officer – Agricultural Chemicals and Biosecurity Manager on chemical issues.
  • Promote responsible chemical use programs through existing and ongoing industry-based extension initiatives and quality assurance programs.
  • Participate, under supervision, as part of a multidisciplinary team, integrating regulatory services with other research and extension programs aimed at Victoria's agricultural and horticultural industries.
