Victorian Public Sector Job Application Tracking System

Manager Advanced Analytics, Reform and Planning

The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of Victorians into the future. We also lead the Victorian Government's response to the coronavirus (COVID-19) pandemic. Working with our partners, we oversee Victoria's health system including mental health, ageing and aged care and preventive health. We are committed to developing and supporting a workforce that is well equipped and highly motivated to provide responsive and quality services to all Victorians. All jobs can be worked flexibly and we encourage job applications from Aboriginal people, people with disabilities, LGBTQI+ and people from culturally diverse backgrounds and differences to realise the potential of our employees for innovation and delivering services.

The manager leads a team of analysts in the Advanced Analytics section of the Analytics and Evidence Branch in the Reform and Planning Division of Department of Health. The team undertakes analytics projects across health and social services, and in doing so provides critical analytics support to inform strategic policy development across the Department of Health and the Department of Families, Fairness and Housing.

The manager will play a key role in driving forward analytics projects, in close consultation with departmental and external stakeholders. It is critical that the manager possesses a good balance of demonstrated proficiency in project management and stakeholder engagement; expertise in advanced analytics techniques; success in managing and delivering complex analytics projects; and experience in managing large and complex linked databases. The manager needs to be proficient in advanced SQL and the programming language of R and/or Python. Demonstrated experience in applying machine learning algorithms in analytics projects is necessary, and expertise in econometric modelling and forecasting will be beneficial.

In a typical analytics project, the manager will be expected to engage stakeholders to determine project scope; negotiate and translate stakeholder requirements into actionable analytics; advise on datasets and appropriate analytical techniques; work with team members to implement techniques; proactively manage stakeholder expectations and timelines; translate analytical results to policy advice; and present to a non-technical audience.

Other important roles expected of the manager are to coach and upskill team members in their analytical skills, and to collaborate with three other teams in the Advanced Analytics section to introduce cutting edge linked data analytics techniques based on the latest research.
