About us

COVID-19 Quarantine Victoria (CQV) is responsible for Victoria's COVID-19 Accommodation response, including:
  • Mandatory quarantine for returned overseas travellers
  • Emergency Accommodation for people that cannot safely isolate/quarantine in their accommodation.
The Victorian Chief Health Officer has mandated that all returning overseas travellers arriving in Victoria must go into mandatory quarantine for 14 days from the day of their arrival to help prevent the spread of coronavirus (COVID-19).

In addition, CQV is responsible for the operation of Victoria's Emergency Accommodation program for community members and their close contacts who have tested positive for COVID-19 and where an assessment has concluded that there are no other suitable alternative accommodation options for self-isolation.

Infection control and prevention is the primary objective of the mandatory quarantine and emergency accommodation programs.

About the role

The CQV Change Management team is responsible for leading change management across COVID Quarantine Victoria (CQV) and ensuring positive and consistent end-user. Stakeholder experience and business outcomes are achieved. The team delivers change management across the business, working on key initiatives that include:
  • the deployment and adoption of new technology and systems enhancements across CQV
  • the implementation of the mandatory quarantine guest invoicing program
  • the setup of major events, such as major sporting events
  • Support the stand up of new hotels from a changed perspective
The team builds awareness and capability through ongoing engagement with key stakeholders using targeted communications and engagement, training programs, appropriate support mechanisms, and importantly, facilitate connections across relevant workstreams to enable a systemic solution. Other key activities include stakeholder engagement, identifying and assessing the level of impact of change, workshop and training facilitation, designing training curriculum and reference materials, and evaluation of stakeholder sentiment.

Reporting to the Change Lead, the Change Advisor will support the successful delivery of change management services within CQV.

As a Change Advisor for the CQV Change Management team, the role will contribute to creating awareness, desire, knowledge of CQV and building capability. The role will leverage strong stakeholder engagement across government through the use of informal and formal channels of communication, including initiating stakeholder engagement and using data to inform change execution.

The role will work with a broad range of stakeholders across CQV, particularly with the technology team, to ensure that CQV change management initiatives are aligned and coordinated.

This is a fixed-term, full-time role, based at 121 Exhibition Street and Hotel locations. Flexible remote working arrangements are available.

About you

As our ideal candidate, you will be able to:
  • Embed change across complex cross-functional and organisation wide programs.
  • Support change management activities.
  • Effect behavioural change across large-scale and/or multidisciplinary organisations, preferably experience/understanding of change initiatives within the public sector.
  • Partner with stakeholders to deliver change outcomes.
  • Support and empower the business (ideally within the public sector) to take ownership of the change.
  • Utilise drivers of organisational priorities and service delivery within a legislative environment.
