About Us

The Department of Justice and Community Safety's (the department) Consumer Affairs Gaming Liquor and Dispute Services group leads regulatory functions across the Justice portfolio. The Consumer Affairs Gaming Liquor and Dispute Services group's functions tie in with the department's vision of a connected justice and community safety system, working to build a safer, fairer and stronger Victoria.

Regulation Policy is a Business Unit within the Consumer Affairs Gaming Liquor and Dispute Services Group. The Business Unit leads the Department's policy function in relation to the Consumer Affairs portfolio and includes around 30 pieces of legislation. Regulation Policy's work supports:

  • implementation of government priorities and commitments including improving financial support and protections
  • delivering better housing outcomes
  • working to ensure fair and safe trading.

The team carries out this function through the development and delivery of policy and law reform proposals for example the Residential Tenancies Amendment Act 2018, consideration of the decriminalisation of sex work, regulations to improve the professionalisation and qualifications of estate agents.

The Consumer Affairs portfolio interacts with a number of other government portfolios and impacts on everyday Victorians, a range of industries and a number of occupations. This demands that the unit consider communication and engagement as part of policy development and maintain effective engagement with agencies, industry and community stakeholders.

The Australian Consumer Law requires coordination with the Commonwealth and other states and territories and Regulation Policy is involved in supporting departmental executives and the Minister to influence national policy agendas.

The Branch provides policy services and advice to the Deputy Secretary, Consumer Affairs Gaming Liquor and Dispute Services, Secretary and departmental executives and the Minister for Consumer Affairs, Gaming and Liquor Regulation.

To cover the breadth of the portfolio, Regulation Policy must be highly adaptive and responsive. It operates on a matrix structure that creates and disbands multi skilled project groups to meet the government's legislative program agenda and changing priorities and substantive projects. This provides a rich opportunity for team members.

About the Role

Senior Project Manager will manage the delivery of complex, whole of government, policy and legislative reform project(s), within the Department's Project Management Excellence (PME) framework and the Government's procurement environment. 

The Senior Project Manager's primary responsibility will be to ensure the successful development and delivery of allocated project(s), including coordinating the delivery of multiple workstreams across of number of business units within the department and other government Departments and agencies

Key accountabiitities include:

  • manage and lead the delivery of a complex, whole of government, policy and legislative reform project(s) and initiative in relation to time, cost, scope and quality, within parameters including whole of government policies.
  • implement and utilise appropriate project management controls in line with the department's project management excellence (PME) framework and proactively identify and manage project risks and issues.
  • prepare robust project status reporting and facilitate timely informed decision making on key project issues by stakeholders and project governance committees, appropriately escalating risks and issues to senior management and executives as required.
  • effectively manage relationships with a range of internal and external stakeholders to ensure effective project delivery and achieve.

About You

As our ideal candidate, you will:

  • demonstrate experience managing the successful delivery of complex projects in a government, policy, or legislative environment
  • have comprehensive knowledge of project management best practice and methodologies (including PRINCE2, PMBOK, Agile or MSP)
  • have proven success in identifying, building and maintaining professional relationships, working towards organisational and shared outcomes
  • experience in leading, mentoring and developing a busy and dynamic team, ensuring goals, targets, milestones and results are achieved.
