About the role:

Service Delivery Transformation Command (SDTC) is a specialist area within Victoria Police that works across the organisation to design, develop and implement a service delivery model that will better enable Victoria Police to serve the community by:

  • predicting emerging and future demands;
  • creating more flexible and evidence-based responses to demand;
  • making best use of information, diverse expertise and technology;
  • partnering with the appropriate range of key stakeholders;
  • integrating more effectively with the wider service sector; and
  • utilising our resources efficiently, effectively and safely. 
SDTC's Service Delivery and Design (SDD) Unit is seeking a collaborative, proactive and effective communicator for the newly created position of Senior Research Officer. Reporting directly to the Manager, Data and Analytics, this role is responsible for the management, coordination and development of research and information to support the development of different service delivery operational reforms for Victoria Police.

Part of a team responsible for providing data modelling services to support the implementation of a major transformation program of work, this position will work collaboratively with stakeholders and project team members to initiate and undertake strategic research projects including the analysis and strategic assessment of service delivery reform options with strategic policy implications using appropriate research techniques and methods. 

This position will develop reports, including strategic research and analysis papers, briefing notes, project proposals, correspondence and submissions to a variety of internal and external audiences to influence policy and program development. 

This position will require excellent conceptual, research and analytical skills including a strong understanding of advanced research techniques, using qualitative and quantitative techniques and computerised data management, and the ability to initiative and maintain effective communication, liaison and negotiation with senior management of Victoria Police, other police and Government agencies.

Your duties will include:

  • Assisting the Manager, Data and Analytics with the production of regular reports from the SSD Unit's work.
  • Initiating research, analysis and strategic assessment of issues with strategic policy implications for Victoria Police, in line with organisational objectives and using appropriate research techniques and methods.
  • Initiating and maintaining communication with stakeholders, other police and Government agencies.
  • Preparing and providing advice including reports to stakeholders to inform and support decision making.
  • Staying up to date with contemporary research findings relating to service delivery reforms and policing practice changes.
  • Identifying areas of innovation that could be developed and adopted in future strategic directions for Victoria Police.

As the successful applicant, you will have:

  • Excellent conceptual, research and analytical skills.
  • Experience in managing strategic research programmes.
  • Expertise in advanced research techniques, using qualitative and quantitative techniques and computerised data management.
  • Experience in monitoring and management stakeholder relationships.
  • Excellent interpersonal and verbal and written communication skills with the ability to simplify complex issues and tailor communication styles to suit a variety of stakeholders.
  • Ability to develop and deliver academic quality written research.
  • Excellent time management skills and ability to self-motivate.
  • Strong integrity and discretion. 

Requirements and relevant information:

  • One (1) full time, ongoing position currently available.
  • Position is located at the Victoria Police Centre, 311 Spencer Street, Docklands.
