About us

The Evidence and Insights business unit leads corporate data and analytics services, planning and evaluation for the department, supporting evidence-based policy, service design and delivery outcomes for the department.

Evidence and Insights includes the Crime Statistics Agency (CSA) headed by the Chief Statistician and National Coronial Information System (NCIS).

The business unit provides an efficient and responsive information service to assist and inform researchers, policy makers and the Victorian public.

About the role

The Manager, Planning and Outcomes leads a small team responsible for driving outcomes-focused departmental business planning processes and measurement aligned to the department's Statement of Direction (“SoD”).

This includes the development and department-wide rollout of an integrated planning framework to support more consistent and strategic planning, aligned to the outcomes sought in the SoD. The development of an associated outcomes measurement framework will support the department to use clear evidence to assess progress against its intended outcomes. These are significant and ongoing change processes for the organisation.

The Manager, Planning and Outcomes also leads the annual production of the department's corporate plan, facilitating compliance with planning requirements under the Financial Management Act and associated standing directions, and oversees the department's in-house facilitator panel.

Your key accountability will include:

  • Lead the development and support of corporate planning processes
  • Lead the identification, analysis and provision of advice on new, emerging and current strategic issues and opportunities
  • Lead the development, communication and rollout of an integrated planning framework
  • Lead the development of department-wide reporting
  • Lead the annual development of Corporate Plans
  • Participate in and contribute to planning communities of practice
  • Provide high level planning advice
  • Play a key role in the leadership team
  • Develop and manage the departmental facilitators panel
  • Lead a small team of staff
  • Manage and influence a broad range of senior stakeholders
  • Negotiate competing priorities.

About you

As our successful candidate, you will have/be:

  • demonstrated experience in managing a team, with a focus on continuous improvement
  • demonstrated experience, or displays a keen interest, in planning
  • a qualification in a related field (highly desirable)
  • ability to influence, negotiate and plan strategically
  • ability to think conceptual and take analytical approaches
